I hold a "utility" patent for a utility power plant that makes NO pollution, doesn't need to burn ANY fuel, and makes power cheaper than ANY fueled process. Electric power made this way can power all our homes, cars, trucks, factories, waste management, whatever we need electricity for.
It's been to Clinton, Gore, Gingrich, Barr, the DOE, Bush, Cheeny, all over our government, even utility companies, and never one word about EVER building a power plant, just sell it out for pennies on the dollar.
Utility companies want buy it but will not discuss EVER building any plants. The patent office web site states it must work or it wouldn't be useful and therefore wouldn't be granted a patent.
With energy such a big problem, shouldn't the gov be trying the things their own people have determined does work?
Is their call to keep raping our environment, while they continue to pimp the problems and ignore solutions? Must "we" get rid of the politicians to have solutions to problems?

Hmmm .... Lobbyists, Constituents, American Enterprise, Big Oil, Politics, ..... Where to start? I have a idea to convert old internal combustion engines to electric but I have neither the funding or support to even build one, I don't understand the patent process nor can I even come close to affording a patent attorney, etc., etc., etc.

It sounds like you have your ducks in a row, you need to now go that extra mile and either do it on your own or sell your idea to investors, not the power companies all ready making it fat off the way they're already doing it or the politicians they're supporting. People are out there waiting for a big idea to fill their pockets, use them to your advantage. Pitch them your idea with every way they could make it big with your idea. I don't know who these people are but they gotta be there, you hear of success stories every day.

I call shennanigans: I think you're full of it. If you really had this, then you would know that the government is in bed with energy and oil companies (and auto companies) to the end that they don't grant patents, or they seize patents that threaten any of those industries (usually). There are a variety of reasons I won't discuss here, some legit and some underhanded. Needless to say patenting things related to energy development is tricky. If your utility patent would make it capable for energy companies to run more efficiently, then they might layoff a lot of people, unemployment goes up, perhaps supply of power becomes much greater, cost goes down, then profits go down as energy consumption stays the same (or increases marginally). In the long run it might put those plants out of business, and the old adage holds: "If it ain't broke, don't fix it" and most energy companies don't care about breaking the environment or someone's bank account to get what they want.

My best advice to you is to try and start a utility company; implement what you have and see how you do. I know someone taking this route with a similar idea, they know how to build a waste processing plant that generates energy. I can't discuss the details because I'm bound by an NDA, but this person has been working for the past 15 years on this, and now he might get his first plant up and running next year.

Holding a patent does not mean that you will be rich or the invention will be successful. My personal experience is less than 10% of patent may have commerical value. To the inventors, that seems not fair. Worker harder and get more invention!
