Factions keep the influence of religions to a minimum by not allowing them to become a powerful majority.
Compromise will allow a majority opinion to come through, even if it is a combination of several factions.
Madison was a strong believer in majority rule in democracy, but not if it allowed religious groups to gain control of the government. The secret is to force majority rule through parliamentary compromise, but to divide the religious groups into smaller factions through religious freedom.
A larger government was more reflective of the will of the people, and less likely to give into small religious factions.
