Doesn't ring a bell, but if you go to Toonopedia, there are lots of cowboy and western related heroes; some of them used whips. Only one name stands out in my memory: bat lash, but I'm not sure that's the one you want. Check out Toonopedia and go through the listings. You'll find it interesting and entertaining, anyway.
