As an accomplished singer, and one time brass player, I have to say the the closest instrument to the human voice is probably the trombone/euphonium/tenor horn.
Every intonation on any brass instrument requires the mouth to be in a particular shape to produce the sound.
Try blowing a brass instrument, and, whilst maintaining a particular note, attempt to change the vowel sound you would be making if you were singing, and listen to the effect this has on the shape and quality of the note produced from the bell of the instrument.
It quite clearly changes!

I've heard flutes and cellos and electric guitars with certain effects sound like the singing of a person. A talk box for a guitar will actually translate the sound of your voice into what notes you're playing.

im in a 1940s swing style singing group and to help us rehurse for a new show they give us a album, depending on your vocal group. each album as all of our songs on it, in orde,r, with piano in the backgroung, doing chords, and with an oboe doing melody, but! there are no words, and yet, it sounds like there almost is a voice singing, and not an instrument

I think the lower toned instruments sound more like human voices than the higer pitches. Cello, bassoon, alto sax, flute

I saw Bo Didley in concert many years ago. He actually made his guitar speak. I mean, literally. He could play words with his guitar. Freaky talented.
However, I think a violin could be compared closest to human singing.

There are a handful of people out there that can make their guitar sound like human voices. If you listen closely to certain songs you will find that the title's syllables are accented by the guitar.

Listen to Eric Dolphy play the bass clarinet and alto saxophone. He sounds like he is trying to mimic a human voice.

The Clarinet can sound like a human voice.
An English horn is also in the higher regions.
A tuba for those lower ranges.
There a plenty of others out there.
