It means prepare to stop unless you are past the point of no return. It does NOT mean go faster. I hate when idiots race to beat the light especially when I'm sitting in the middle of the intersection trying to make a left turn and I can't complete my turn because I just know they're not gonna stop and sure enough they don't so I end up turning after the light turns red. Have some consideration people!

If an alien life form visited our planet and tried to answer this question solely based on observing our behaviors, you KNOW what the answer would be. And in fact, this question was answered in the movie Starman (1984) by Jeff Bridges (who played the alien), who said: "I watched you very carefully. Red light stop. Green light go. A great opportunity to almost break the law without actually breaking the law. I love those dagger-eyed looks you get from patrol cops when you do a yellow just as it's about the go red,and does,right well you're half-way across. You just ran a red legally and they can't do a thing about it. You're off the hook on a mere technicality. I'm kind of a stinker when it comes to beating the cops at their own game. I love it.

if i am at a certain point where i can't stop safely ( i have a 13 month old i don't want to hurt his neck) i will press on the gas to get through it quickly. otherwise i'll slow down and stop especially if there are people waiting to turn left from the oncoming traffic.

It means you can go with caution...that is if you are already approaching and nearly under it..Most of the time I will stop if the traffic is thick on the other side.
