Besides the possibility causing burns because animals have to be in direct contact to get any warmth, they can also cause electrical shocks if they're touched when you, the rock, or the animal is wet (Know this from personal experience - don't touch these if you've just misted inside the tank!).
(Well, maybe they're good for making money for the companies that make them and sell them to people who don't know how bad these are, but that's about it.)

After several cases of hearing of animals burning themselves on these rocks, one personal experience, I have stopped using them completely, and would not recommend them for anything, even with a regulator built into the cord, there is too much of a chance for error.
I sometimes use an-under glass heater which adheres to the bottom of the tank, and provides warmth that way, i find it better than the rock.
As for providing a warm surface for your reptile, try putting a real rock, or a cordless hot rock in your tank, with a light above it. The rock will absorb warmth from the light, and the reptile can bask in the rays/heat.

what are they good for?
well i can tell you some things it is good for
1.to kill your pet
2.to burn your pet really really bad
3.if you dont turn it off and you go to bed with it on then when you wake up your house will be nothing but dust!
they start fires!

I actually use one out in my outdoor cat house for the wild cats I take care of in the winter. It provides just enough heat get them warm should they want to get out of the cold in the winter.

You can still use them, just cover them with a thick cloth so that the animal won't get burned on contact
