I know for a fact that Quarter horses and paint horses are used A LOT for western riding, And as for a third one, Morgan maybe.

Foundation Quarterhorses, American Paint Horses and Apendix Quarterhorse~Thoroughbred Crosses are best suited for Western Pleasure.

* Quarter horses....the most common and probably most classic western breed. they are very stocky and short and are great for cow horses...if taught right they can spin on their huanches very fast and do everything very fast....they also have a nice sprint...
*Paints....are almost just like the quarter horse execpt that they have spots.
*Mustangs.....are used a lot for western also.

Quarter horse are the main but there is also paints and then appaloosas. All very beautiful in western pleasure!!

American quarter horses are probably the most commin.
personally i would not use a Morgan or an Arabian because i have herd that they are really hot headed and my grandmas neighbour was thrown from her Morgan.
other wise some other ones are
the mustang
the appaloosa
pinto
i think a Tennessee Walker is a good one.
peruvians.
any horse with a gait.

It really depends on what you're going to do with it. For Show: Use giated horses that have a high step ARAIBIAN, MORGAN . For rodeo: DO NOT use a giated horse. They will get you nowhere in the standings.

any horse wearing western tack is being ridden western. you have to be more specific in your quesiton, but if you mean in showing? then morgans, arabians, quarter horses, paints, spotted saddle horses, (these are gaited and quite comfortable) of course quarter horses and their types, such as appaloosas which tend to be strong quarter horse conformation types, appendix quarter horses (throughbred quarter horse crosses) excel in cutting cattle and rodeo events.
but for trail riding and for fun, then any horse can be ridden in western attire. any horse can learn to neck rein.
