It goes against the laws of nature. Spells only work with in the laws given. So, I am sorry to say that it is impossible. However I am sure that you could give the illusion that it was alive but that is all that it would be is an illusion.

If the statue is a host for an entity, then yes you can call out that spirit. (to animate a statue? come on you know better than that)

You'll have to ask the democratic party & find out what they did to animate Al Gore after his bid for presidency. (Somehow he changed from a total stiff to an animated person!)
