Same reason women need sports bras.
When you run around a lot, your equipment can flop around all over the place, and it's really uncomfortable. Mine always bounces so bad. It's just constantly slapping my ankle, then my chest, and back and forth.

The reason for the jock strap is to protect that area...imagine being a man and getting your junk hit real hard by a helmet...probably wouldnt feel too hot!
