A Very difficult question. Define evil? You need to remember that most serial killers don't realise thet what they are doing is wrong, until after the event. It's a compulsion to them, rather than a choice. If you look at them by some standards of good and evil, they are all evil, but if you look at them from the point of view of others, they may not be.
There is a strong homophobic feeling in america at the moment, and I have come across message boards where serial killers who target gay men are viewed as heroes by some people. So any definition of evil would be a personal definition, and highly subjective.
However, if you had asked which serial killer would be the nastiest, then it would be any of the so called 'angels of death', i.e. the doctors and nurses who intentionally kill their patients for whatever reason. These are people we trust to make us better, not to kill us in our beds.

Dr. Harold "Fred" Shipman. He's serving 15 consecutive life sentences and they are positive he was responsible for well over 400 murders of people who both loved and trusted him with their care. He summarily killed them, each and every person under his care for almost 40 years. Second would be Pedro Lopez of Colombia...he's credoted with at least 300 young girls.
