Depends on what you mean by "works". Like the "effectiveness" of prayer, spell-casting leaves a lot to subjective interpretation. There's nothing wrong with that, but since there is really no way for an outside to distinguish an event that's a result of a spell from the same event coming about through other circumstances, there's really no point in trying to "prove" ones ability to another. If you enjoy it, do it, if not, don't.

Depends if they are wearing any armor and what their arcane spell failure is at. This is only an issue if they are a wizard or a sorcerer, if it is a arcane spell, if they are a cleric or a druid then it is a divine spell then armor and arcane spell faliure is not an issue. Rogues can use magical devices if they use the skill "use magic device" with their Charisma as the modifier. Whether the spell works depends on who you cast it on and if they are a willing recipiant, if they are not a willing recipiant then they get a saving throw based on their class and statistic modifier.
This is all D&D stuff, right? You weren't talking about the real world, were you?

You can cast spells yourself if you do it with good heart. If you know someone is really unhappy, they can be unlifted temporarily by concentrating on seeing them surrounded by a bright sunny halo.

I sometimes wonder if this is invading their privacy - should I ask first?

(No use trying to send rotten spells - they boomerang straight back with a nasty thump to the solar plexus - or later in the week - things go wrong.

Are you thinking that a spell caster is the only one who can cast??? Any one can be one. Just takes practice and patience and the will needed. I guess I'm saying that everyone is a spell caster if you think about it.

Spells only work if you believe they work. The power of the mind, is very powerful.

So, if you believe that someone cast a spell on you, then you will "act as if" it is working.

Its unbearable for me to watch people who are superstitious, because they can set themselves free if they simply were not superstitious.

Spells only work, if the person the spell is cast ON, believes in it...

Otherwise majic is all fairie tales.....

Spells do not exist..... so i don't think there's such thing as spellcasters either.... they're just morons who trick ppl who are ignorant enough to ask for their "services"..........
