1. You need to know the importance of the Monroe Doctrine (you can look that up on line or in any encyclopedia).
2. You will need to fit the Monroe Doctrine into the context of the times of T.R. What was going on during T. Roosevelt's term that would cause him to invoke the Monroe Doctrine?
3. Were there any wars going on before, during or after Roosevelt's term? What were the implications of the war?
4. Think about the wars that are fought today- how different was it 100 years ago? What type of arms, men, etc fought the wars 100 years ago?
5. Does "Speak softly and carry a big stick" mean enforcement by arms, etc. or by other means? How and why?

I won't write your paper for you, but I gave you some guidelines to write your paper on your own.

From how I was taught, Speak softly and carry a big stick is a metaphor. It is not literal. It means, basically, that by speaking softly (or by remaining calm and respectful) you have more influence and are more likely to be acknowledged and followed (like going into a fight with a big stick) and that by being threatening and disrespectful (speaking loudly) you will not be taken seriously (like going into a fight with a small twig).

I am not familiar with the Monroe doctrine but with an understanding of the saying I am sure you are smart enough to interpret it correctly.
