is it possible to speed up or slow down a video on windows movie maker? How?

If I had a video on windows movie maker, is there a way to speed it up/slow it down, like make it move faster or slower? How would I do this?

Select clip to modify. Go to Tools >> Video Effects. (Or locate the drop down menu beside the Collections icon, then select Video Effects)

Select Slow down or Speed up.
