Apparently, some of the people in the world do not understand that laws, justice, rules and regulations are only as effective as the threat of violence that backs them up. Some seem to forget that when the government passes a law it is prepaired, willing and able to enforce that law through violence. You may receive a fine; refuse to pay it and see what happens. You may receive a subpoena; what happens if you do not show up? You may be sentenced to prison; try to escape.
The judicious use of violence is implicit in all laws. So is the case among nations. Every nation has the inherent right to self defense and to enter into agreements to defend their allies. This includes acting preemptively.
Who decides when such action is appropriate? Well, there is no one person. Each nation can or cannot impose its will according to its ability to do so. Might may not make "right" but might decides who defines what "right" is.
There is interaction among all nations to one degree or another. There is also evil both perceived and real. The United States and her allies perceived the tyrant ruling Iraq and the Taliban ruling Afghanistan as evil. They were dealt with through many other channels including the UN. But after a while the day of enforcement came.
The non-Muslim and moderate Muslim world is under assault from the forces of militant Fundamentalist Islam. They have two choices. Impose their will on the enemy or have the enemy impose their will on them.
You should be encouraged, though. The United States has the power and ability to indeed kill or bomb anyone it pleases. Yet, it does not do so. Would you like to venture a guess what the terrorists would do if they controlled such power?
That, dear reader, is the primary difference. Although violence is the tool what shall be wrought is diametrically different.

No, it certainly does not. No country has the right to do this.
To fully answer your question would mean delving deep into the American psyche which would take up far too much time.
However, you must keep in mind that the USA believes it has a God-given right to do as it wishes since there is a genuine belief that they are the "chosen ones" (for want of a better phrase) - this dates back to the founding of the country.
Do remember that in comparision they are a very young country and sometimes act like a child that has found it's father's gun - all that power and they want to use it sometimes. It has a tendency to make the rest of us a little nervous.

The U.S. helped write most of the current international law, and deliberately excluded ourselves from many of its provisions. For example, a U.S. President cannot be tried for war crimes by an international tribunal. Does that equal "the right?" Maybe, maybe not. I personally feel that common decency trumps legal authority, but obviously, Mr. Bush does not. Many of us here in the U.S. would like to see him tried, SOMEPLACE, for his crimes, but that's very unlikely.
