Assuming this is (21 * 7) + 9 = 3 - x, then:

(21 * 7) + 9 = 3 - x.
147 + 9 = 3 - x.
156 = 3 - x.
153 = -x.
x = -153.

Order of Operations: Parenthesis, Exponents, Multiply/ Divide, Addition, Subtraction. You can also say "Please Excuse My Dear Aunt Sally" if it helps you remember.

First you multiply 21(7) which is 147 then you add 9 which is 156 so:
156=3 - x

subtract 3 from both sides
153 = - x
divide by -1
-153 = x

start on the side with no variables
21*7=147
147+9=156
then start to get X by itself
156-3=153
153*-1=-153
x=153
