To begin with, bureaucracies do not deal with the expected efficiently, so they by logic do not deal with the unexpected well at all either. Max Weber, famed sociologist, was one of the few famous pessimist about the future and change, and he felt bureaucracies and organizations would be inescable and grow to a point of complete absorbtion of societies. The problems are numerous such as a complete overlegalized system thanks to attorneys and lawmakers (normally they're both). Further, our systems are set up to delay and control everything from information to money to even marriages.

Many of them are trained in disaster management and other related areas of management,like law and order.With vast resources at their disposal and backed by governmental authority,they generally deal quite effectively with unexpected situations.Whether they appear to do so,depends upon media coverage (mostly fault finding) and
public expectations( mostly exaggerated).

No, to many political hires, best friends, donators to the cause, thats why first response is so poor in this country, it takes awhile to get the real experts there.
