I found myself quite comfortably speaking on my brother-in-laws cell phone one day last summer while driving. As I entered the busy intersection it dawned on me, "wow, I hate cell phones! I wonder who saw me talking and thought ,' There goes one of those aloof cell phone talkers' ". I don't even own a cell phone, but heck, honestly if the overall perception is that people look stupid when they are driving, well then put a cell phone in their hands and they'll REALLY look dumb... well that's the rap I think.
Bottom line, I delivered pizza for 10 years, I can do about anything and drive, but some people I just don't trust-at least enough to make such a law worthy.
NOT IN OHIO YET.

In CA, as of Jan 1st, 2008, it will be an infraction to drive while on the cell phone UNLESS you use a hands free device. As of July 1st, 2008, it will be an infraction for anybody under the age of 18 to use a cell phone while driving under ANY circumstance (even using a hands free device)

Its not illegal to be using a cell phone while driving in any state that I am aware; it is illegal to use one w/o an hands-free headset in many states.

NY is one
I think Conn as well
DC is is illegal.

Its hard to enforce though, so alot of people still do it in DC (drives me nuts when my wife does it in general).

I just read in the paper over the weekend, California just passed a similar law.
In PA, if you are in an accident, the police routinely ask,"were you on a cell phone."
