The radiation in x-rays can cause minor DNA mutations. If the DNA mutates in one of the germinal cells responsible for sperm creation, the effects can be severe. That DNA is used over and over again as a template for sperm production. If a sperm containing the mutation goes on to fertilize an egg, that mutation can effect every cell in a baby.

In contrast, somatic cells (misc. cells in the body) are replicating at a slower rate, may have a limited lifetime, may have the chance to be repaired ... the chance of a catestrophic consequence from a mutation in a somatic cell is much lower.
