yes but it has to go with the rest of the outfit...if they are with a skirt and nice top and maybe a cowgirl hat then its all good and makes me stare.

The cowboy boots have nothing to do with hot or not.
In first place the girl have to be hot. After that you need to combine them with matching clothes.
There's no way you can generalize the cowboy boots by hot or not.

it depends on the girl. 1 her confidence in them. 2 If she has nice legs 3 if she's wearing them with a sexy mini skirt. If you have nice legs and 1 of the other 2 that will be fine and you'll look good.
