...you're talking and then the person you're talking to says "Oh sorry I wasn't listening, can you repeat that?"...is it rude because they weren't listening or polite because they asked you nicely to repeat it?

Depends on how many time this person does this. If it's just once then it isn't rude. If it happens all of the time them it's very rude.

thats tricky because i do that alot and i am not meaning to be rude but it depends on how important the conversation is
