By far the Egyptians. Ancient Egypt started around 3000 BCE. By contrast, Rome was founded in 753 BCE. To put that in perspective, that's 2300 thousand years apart, or the difference between now and when Alexander invaded Persia

And Roman numerals were not arabic, they came from latin. In fact, the reason Arabic numerals are prefered is because the Arabic model is far less cumbersome than the Roman numeral system.

The Egyptians were civilized about 2000 or 3000 years. before the Romans.

The Roman alphabetic numerals came more than 1000 years before the so-called Arabic ones, which in fact the Arabs simply copied from India, and ever since have rather dishonestly tried to take all the credit for.

Egyptian civilization is far older than the Romans. And Arabic numerals were far later than Roman ones.

The Egyptians were around long before Rome was founded. Roman numerls were like greek numerals in being copied from alphabets. Arabic numerals came later, and are much more efficient.

Egyptian was first. Roman Numbers did not evolved, but people stoped using them cuz Arabic numbers are easier plus the Arabs invented the zero.

The Greeks most their advanced knowledge from the Egyptians.

The Romans then took it from the Greeks.

Roman numerals most likely evolved from Etruscan numbers, which evolved from the numerals of INDIA.
