You are there; the observer on the scene. You could best tell us how it appears. It maybe a free-floating scheme; (some mistaken idea), that each person can maximize their potential and usefulness by bumping around and basically creating their own best fit. If your not dynamic enough this could mean getting used and kicked-about instead. It may be time for the company to evolve; it probably started with fewer personnel. Since this structure thing seems your concern; why not draft a proposal, and bring that to upper level people. You'll have to explain why this will improve things.
