No. Foreign governments would play Bill Clinton like the card he is. And terrorists would have a field day building up and preparing for new attacks while Clinton sat and joked around the diplomacy table.

Yes, I think so. Bill Clinton has a magnanmous personality and is well-liked. I think that he would definitely build goodwill. The job takes qualifications, but especially approachability and a convincing negotiation style. Clinton has both, regardless of his foibles while in office.
