First off, R&J is not a Tragedy. King Lear is a Tragedy. R&J is a good Ol' Fashioned Tearjerker. It is only in the Canon as a tragedy because they die.
Elizabethan England was not that different from contemporary USA. New technologies, new modes of communication (Will invented many words that are now standard usages, but he never thought of OMG or BFF), a high standard of living(at least in the City), and, most importantly, Entertainment.
Popular tastes in Entertainment have not changed all that much( we will disregard the Bull- and Bear-Baiting).
Touchstone( from As You Like It) is George Lopez or Dave Chappelle: The Wise Fool. The overbearing egomania of King Lear can be found in Donald Trump. The wrenching agony of Hamlet's indecision can be mirrored in "Zac and Vanessa: Split?"
It, and the Human Condition, goes on.
By the way, Will wrote several Romantic Comedies, of which at least one (Comedy of Errors) qualifies as nearly Love Boat caliber

I think you're having trouble writing this because your premise is absolutely wrong.
Shakespeare wrote comedies as well as tragedies, he was well-known for both, and both tragedy and comedy were extremely popular in his day.
And WE, these days, like tragedies every bit as much as fluffy romantic comedies, if not more. Look at box-office stats and Academy Award/Golden Globe winners for the past 70 years or so for proof.
So if I were you, I'd find some other aspect of Romeo and Juliet, to write about.
