No, moralizing health care lead to the disaster of the HIV pandemic. Despite what you've read above had the world health community actually done something instead of moralizing, HIV/AIDS would be a footnote in history. But they decided to make it about their religion and look how well it worked out for us. The harsh lessons learned are the reasons you have heard of anyone dying from SARS, Avian Flu, etc.

As far as risking infecting others, how can it not be.

Enforcing a quarantine would be a moral and political question.

The effect of not enforcing one is in my opinion a greater one. Remember when there were only 8 known AIDS cases (it was still called GRID then) now vast areas of Africa are dying out. An interesting ethical question?

Far beyond my ability to answer. I'm afraid I would look to the Machavillian answer.
