The University of Illinois has the better engineering school, but they are the most expensive. Contact their engineering department and financial aid office to see what types of scholarships and loans they have available. Many of them would be specific to their university.

On the less expensive side, consider Southern Illinois University in Carbondale. Their costs are substantially less than UI. Their engineering school is well respected, but not as highly as UI. Again, contact their engineering school and financial aid office for more information regarding scholarships and loans. I know they have scholarship programs for specific majors within the college of engineering.

To get any federal financial aid, you need to prove you are either a U.S. citizen or permanent resident. Schools like Northeastern IL U, Chicago State U and Governors State U tend to be the cheapest. They also have no reputation what so ever. The public schools with a good reputation tend to be more expensive.
