If it is only the antenna out jack that is broke, you can still record programs.

Two ways to get the signal to your TV:

If your TV has inputs for video cables (composite, s-video), etc) and your VCR has video outputs, use can use separate sound & video cables to send the signals to your TV.

If your TV only has an antenna in jack, you will need an RF modulator to convert the VCR's video outputs to the antenna in jack on your TV. You can buy these or if you can find an old VCR where the electronics are still good but the mechanical part is shot, you can use it as an RF modulator.

If your VCR has an Audio Video, White, Red, and Yellow "IN" jack, then you can use that from the TV to the VCR to record.
