Because any of us are maniacs and idiots to someone at some point!
Traffic stresses people out of their normally more rational behavior. The fast nature of traffic can trample our cognitive expression of frustration, so in such condition insults are used instead. People just don't have the time to think out some other driver's behavioral justifications! Someone driving too fast might be in an emergency! Someone driving too slow might be having some type of car trouble or condition...etc!
