I need a $5000.00 loan and was wondering if you dont have property or anything like that for collateral, if any place would accept a certain amount down like 800.00 - 1000.00 down? Anyone know of a place or if that can be done?

No real lending institution will do what you ask. Lenders never ask for a "down payment" of cash as collateral. Some scam artists on the Internet posing as lenders will ask you for a "down payment" and run off with your money.

Never pay a fee / insurance / down payment on a personal loan.

Your posting just sent a message to all of the Nigerian scammers that post here: "Come and get me, I am a sucker!"

If your credit isn't good for 5k it probably won't have a better chance at 4k. In reality that is all you are doing.
