It is a courtesty. Many people use the libraries to do research and school work and it is easier to concentrate when it is quiet. Many people also use the library as a quiet place to go read the local papers and such. Again most people like it quiet to read.
Personally I like it keep quiet policy, a trip to the library for me is very relaxing.

The reason for that policy is because a library is a place where people go to work and do research. It is very distracting to be trying to research a topic when people at the next table are talking in a loud voice.

Additionally, many people go to a library to read on the premises. For example, most libraries get the daily local newpapers, as well as the daily papers from big cities. In the US, The New York Times is a popular one in libraries all over the country. People who wish to read those do it at the library because a subscription can be expensive. Again, it's hard to read and concentrate if people are making a lot of noise.

A library is not a place to socialize. That is not its purpose. It is a place for learning, reading and researching. Those activities are all easier to do when it is quiet.

Reading is usually an activity done alone and requiring concentration. If there is lots of noise, the reader my be too distracted to enjoy or learn from the book they are reading. Any reading done aloud in a library should be done in a private, enclosed room. Most libraries have small rooms available for such reading or group discussions.

That's just a mtyth from the 20th century. I work in a library in the city, and we get it on every day and nite. When hommies come in to feel the books, we turn up the jam and grind to the beat of the bookcase, and do the reading rap. Man its wicked to slide in the aisles and find the action I need. I just get down on the floor to check out the lowercase and then jump up, get on up woah to the high stuff, baby, that's right .
I suggest find a hip library

Well, normally people want a quiet place. There are places in our library, like our lobby, where people can talk in a normal voice and cut up if need be.
Today with headphones and earphones and cel phones there are alot of beeps and buzzes from people who forget to turn off their cel phone, which is also expected. It is polite courtesy.

most people go to a library to get peace and quite, therefore their minds are free of clutter and are able to concentrate on what they are reading or working on. If people are talking - that becomes a distraction and instead of reading , you find your self wondering what others are discussing.

People have work to do. Sometimes students are noisy. Girls in particular like to giggle a lot. Noise and talking is distracting when you want to concentrate.
