oh, no, my computer isn't infected with anything like that... i was just wondering if there IS such a virus

Yes. Any exe infector that is poorly written and corrupts the kernel (win.com at windows 98/me, ntoskrnl.exe at win2000/xp/vista) will cause the system to not boot.

There are viruses that damage Windows so that it does not operate correctly. That can cause the behavior you describe. Or your computer may be broken.
