some models of korean cars not allowed in europe & sold in the other country

All car makers have to prove that their products comply with all European safety regulations 100% before they are given an approval certificate to sell new models within the Community. As a general statement this applies throughout the World but some countries outside the union have some different standards. Their products must get an Individual Type Approval certifying that they meet ALL European standards before they can be registered for road use in the Community.

I think I know where you're coming from.

When the Koreans started building cars, they were of low quality and did not meet "international" specifications. They were sold exclusively on the domestic (i.e. Korean) market.

When they started to export their cars, those models intended for export were designed to meet "international" standards, but the Koreans did in fact continue to manufacture some cars solely for their own domestic market, which continued to be of lower quality.

I believe that this practice has been discontinued, and that all models now meet "international" standards, including those of the UK and Europe.

Cars sold in Korea must meet the Korean Motor Vehicle Safety Standards (KMVSS).
Cars sold in Europe must meet EC regulations.
Cars sold in the USA must meet Federal Motor Vehicle Safety Standards (FMVSS).
Cars sold in Australia must meet Australian Design Rules (ADR).
Other markets also have their own requirements (e.g. Japan, Canada, Gulf States).

Korean manufacturers produce slightly different versions of their cars, meeting different legislation, depending on the market in which car is to be sold - so a Korean car sold in Europe will meet the same EC regulations as a European or American car sold in Europe. Similarly a European car sold in Korea must meet Korean legislation.
