Yes, it is rude. It is a way of saying, "Go away, you bother me. Waste your time somewhere else."

It pretty much means the same as, "Go flub yourself," although certainly not nearly as rude as that.

Not really especially if:
1. You are talking to a co-participant in a Kite Flying festival or championship.
2. While saying it you hand over a kite.
3. The person you are talking to is a creditor asking you to pay up.

If you said that, you might not get any dinner. I do think it can be rude because you are basically telling someone to leave your presence and "get lost" or "go jump in the lake" or "take a hike". They are all in the same family of "get out of here" type responses.

It depends on if it is a stunt kite, some people might be intimidated by the difficult manuevers and the string tangling.

It is "old school", so new to some of these youngsters...
It was never intended to be a polite suggestion, so unless you are using it in a silly way, of course it's rude- it's supposed to be rude !
