Cannes, Venice, Berlin, Shanghai, Moscow, San Sebastian, Montréal, Locarno (since 2002), Karlovy Vary, Mar del Plata, Cairo and Tokyo are listed as "A festivals", or "category one" by the International Federation of Film Producers Association and they are the top ones.

Sundance and Cannes are the two most well known. Independents go after a place in Sundance, more established go after a place in Cannes.

There's a book called "Ultimate Film Festival Survival Guide".
It's a book with all the film festivals around the world, it comes with their respective dates, how can you submit your movies, the award categories, etc. Hope it's helpful.
