well i suppose the best cheater wouldn't get caught, so we wouldn't know!
i'd say nigel stepney and mike coughlan though. you can't say mclaren, because the entire team wasn't cheating. just a few guys with influence.
the individuals involved in this years "spygate" have to be the worst. its more the betrayal of a team (the team is sacred!) than the actual result gained from it.

whoever won the race, as the old saying goes "of course hes cheating.....he beat me and I'm cheating" if you think your team is innocent just because you like them your sadly mistaken, all teams are using creative interpretation of the rules, as well as well hidden flagrant violations,
so who's the greatest ? the answer is the team that won the race with out getting caught

the worst cheater of all times must be alonso. The reason I say this is that he is cheating his own team, the size of the damage he caused is the biggest so far.
The greatest cheaters are the ones no one ever caught.
