It makes that noise because the water is rushing in and makes the same noise when you flush it.

Possibley the pipes are vibrating as the cistern quickly refills.
When the toilet is flushed try slowly turning on the cold water tap at the same time, this will effect the pressure of water entering the toilet cistern and could show if it is the pipes vibrating.
If it is slightly closing your main water stop tap might help by reducing the overall cold water pressure in the house.
Just one of what could be several possibilities.

possibly quite possible there was a plastic hose or polythene tube attachment to the underside of the water inlet valve and it may have not been pushed back on...or was and has come loose. This short piece of tube takes the water to the base of the cistern so you cannot hear the water splashing onto the suface as it fills. Its very simple but ingenious at keeping the inflow very quiet as it fills.
It may look like a clear long piece of polythene and lying at the base of the cistern. If you can lift the lid off and have a peek and if you see something as described call the person back to reaffix if you unsure what to do, but at least you know what is the possible causation.

Could be that the isolating valve underneath the cistern isn't on fully or there could be air in the lines. Go around all the taps in your house to make sure the air is released.
Not a plumber, but have had similar problems before.

It's likely that the noise is due to the water pressure. You can try turning the stopcock a little, to reduce the pressure and see if that helps. However, by reducing the pressure, it will take longer to fill the cistern, so don't turn the stopcock too much.

Your water pressure is high. Find your stop **** and just turn it off a little. It should fix the problem. I have a nasty feeling this answer on plumbing is going to be censored by a stupid bot.

Check if the outlet sewage pipe has an air vent or if its blocked. Providing an air vent will eliminate water hammer as the flush operates

sounds to me like the plumber has fitted you a standard ball valve you probably need a silent fill ball valve that always does the job.
That will do it Ive fitted loads cos i am a plumber
