Overheads walk on two legs?

I don't get it please explain.

... Staff cost money ... and (in some cases at least) add nothing to the bottom line but are more difficult to get rid of than the fixtures and fittings ..

("Overheads" are something you have to pay for irrespective of actually doing any business .. for example, building rent & the sort of Staff that stand around doing nothing but chatting whilst customers queue at the only open till ...)
