I would use a craft knife with a blade like a scraper and very lightly lift the gloss off the worktop. With a washing up sponge wipe away any bits that are left.

It might have been more helpful if you had details related to the purpose of the worktop; it's substance; the cause for/substance used/ or method of the shine being on the surface in the first place.

As one answer states; if it's paint; you have options; TURP. on it's own wouldn't do much more than CLEAN a painted surface; especially dry/set paint. It would have no effect on Latex at all.

Without knowing exactly; your definition of waste; in this case, and not knowing the surface; you could buff it down with steel wool, or fine grit sand paper. If the counter top is a High gloss paint; the gloss is throughout. If it's a clear coat; or stainless; or wood; etc. The options might vary.

if you haven't done it already when the paint was wet, that is when you should have done it, simply with kitchen roll.
if you have let it dry then it will need scraping off carefully with a new sharp stanley blade, if this slightly marks your work surface try bringing the shine back with a little dab of car polish.

Try hot soapy water and a tooth brush...
