May I know if Amanda Delson really is the secretary responsible for hiring foreign applicants in the said hotel and whether Dr. Kelvin Cook is really its director?
I'm applying work visa on this address immigrationdepartment@lawyer.com with application reference number CA46/78896-MK.
Is it not possible that I apply for visa in my country (Phils.) and not in Ottawa?

That sounds like the same M.O. of a big scam going around. They send around an email with a name similar to a Canadian Hotel offering jobs. They connect you with someone to do the paper work. There is a fee for the paperwork, but there is no job. Canada does not approve work visas based on basic labour jobs in a hotel. The job has to be shown that it can't be filled by Canadians, and tends to be Doctors and Engineers.

This is the first time I've seen this hotel name used, but everything else is the same. Yes, there is a chain that goes by "Delta Hotels", they have one they call "Delta Quebec". But they wouldn't send out a email calling themselves "Delta Quebec Hotel"

There is a hotel named this in Quebec. For the visa question you should contact the Canadian Embassy in your country.

you have to apply for a work permit after you get the job, before you enter the country. At least in most places.
