repeated attempts to ask nicely do not work --- they keep me and my family up -- I am sure they are dealing doing drugs but they will retaliate if I call the cops

They do deal drugs -- not because they are loud but because of the traffic - and the no job , welfare mofo's -- they are not human -- and threaten my family

Cops won't come were I live -- they say fill out a report and I did 3 weeks ago about the stolen car they took in lieu of money for drugs and the cops did tell them were the call came from -- even tho I asked them not to ( and didn't tell them ) the cops used reverse look up

I've has some low life neighbors in the past that would have definitely wanted retribution if something was done to "offend them".
Buy a low-light level hidden camera and start taping them (they're cheap online) if you're pretty sure they're slinging drugs. You'll get some good video sooner or later, then hand it over to the local drug unit.

Should've annonymously called the cops in the first place. Most of the time they can't tell who it was that reported them.
Anyway, if they are dealing drugs then that is a whole different matter entirely, and noise is the least of your worries.
If you don't have kids, and your wife is tough as nails and can handle her own (so that no family members are at risk), buy a pistol and watch the new Jodie Foster movie. It'll show you how to deal with lawless thugs. Teach them the fear that they put others through. America is sick and tired of gang members. We will exercise the 2nd amendment and return fire.
If they are blasting and blaring rap music, buy a stereo that overpowers their's and put on a Robert Goulet CD at full volume.
(Note: Some of this answer is for entertainment purposes only. I in no way recommend that you take on drug dealers. They may not take their product that they sell, but their mental state might as well be just as irrational. The most practical answer is to move, but if you own the house, it will be difficult to sell right now. The next option is to buy earplugs. The next option is involve law enforcement and grin and bear the consequences. Who knows, there may not be any.)

I am sure you aren't the only neighbours affected. One night, leave no cars at home, sit with no lights on and make the phone call. It doesn't connect with you because you obviously aren't home. Plus the cops can easily give the story they were on a routine traffic stop when they heard the noise and came to investigate the idiots keeping the world awake.
By the way, persons issuing threats can be jailed.

I had ******* for neighbors, too. They played music loudly, talked loudly, had a loud barking dog, tossed their aluminum cans in our yard and even spray painted on a part of our brick fence, which made us come to the conclusion that they were probably crackhead gangsters. It was a nice neighboorhood at first until these people showed up. The police won't do much about it besides give a warning. Unless, the neighbors are violently threatening others, which my neighbors weren't, but I think it was a hobby of theirs to annoy the entire neighborhood. Finally, we moved and good riddance to those bastards!!

Make a visit to the police station and report them. The police will ask if you'd like them to drive by more often. Let them catch these people being loud themselves. You can also ask other neighbors if it bothers them and encourage them to call also. If this takes too long, go ahead and call the cops. Eventually they'll have to pay a fine or be quiet.

Call the cops and complain. Also explain that you are worried about retaliation and see what they can do. Be anonymous until you find out whether or not they can protect you and then take it from there.

Isn't it a free country? Be glad you don't live in Iraq or one of those war torn countries where all you hear is gunfire in your backyard.
