I'd say it was apathetic. Like they just don't care.

I know exactly what your talking about. Out here instead of asking "Do you know what I mean?" They say Ya Da Da Mean? But hella fast. They think Mac Dre made it up but really Kathy Kelly was saying 10 years prior. The term would be called ultra relaxed lazy mouth. The tone is as if your odd for even asking them anything. Ya da da mean?

The "I don't know" you describe sounds like an apathetic reply.

Sounds like they really mean, "I don't care" or "I'm too busy" or "I'm too disinterested".

Be carefull, though, not to read too much into their tone. If all else fails, call their bluff, and pretend they really don't know. Depending on the situation, it may be quite humourous.

I know what u mean, coz it do it all the time!
Usually its when people ask me things that I couldn't possibly know the answer to, or because I just want to be left alone.
