It's called the west coast because it was done by the 49'er which were on the west coast.
The old style was using runs to set up long passes. Two runs then pass. Generally it was the three main receivers that caught the ball.
In the west coast offense short passes set up the run. Generally these passes were three or four yards out and if they caught the ball they were to run for more yards. The short distance also increased the chance of the ball being caught. This helped prevent blitzing because the ball was passed in one or two seconds. Also there were four or five receivers at any one time including tight ends, running backs and even the dump off full back. Then when the defense thought pass, the team would run the ball.
The glam was that it required a great team to pull it off. It's hard to keep track of 5 receivers in under 3 seconds. It also requires receivers to catch the ball and the run still has to work. The best way to shut down the west coast offense is what's called a zone blitz, which is a defensive play that's ment to take away the short pass long enough to get somebody in there to cause pressure on the quarterback.

it was a type of offense that bill walsh, eventhouh he did not like the term, made famous, eventhough it started while he was over in cincinnati... like it was said above, its a type of offense that does short passes to spread out the defense to setup up the run game
