Inertia of body is a property by virtue of which the body opposes to change in its state of motion or rest. So, according to this if you push a book which is on a table you can feel that it will start moving only after the push has reached to a certain limit.

Same experiments can be done with pencil or any other object.

Inertia is the characteristic of a body . The body has its inertia. You cannot feel something possessed by some other body.
Its absurd to say " I can feel the velocity of some other body"
In the same way the given statement is wrong.

Its like saying "I can feel the weight of a body that I am holding" Actually you don't feel the weight of the body, its a force equal to weight of body (reaction to normal force)

Drop the book on your head. Did you feel something? THat is the book's interia. It resists a change in motion. It wants to keep moving but your head forces it to stop.
