They will both lose: lose lives and lose the territory over which they fight. Because when gangs war, they have traitors. Traitors are mostly motivated by fear, sometimes by greed. Fear and greed are what they have been taught by their gang. Those traitors go to the authorities, not to the other gang. So there are more busts, and nobody wins.
