I`m guessing question should read:-
(x - 3) / 7 + (x + 9) / 3 = 9 / 7
3 x - 9 + 7 x + 63 = 27
10 x + 54 = 27
10 x = - 27
x = - 27 / 10

x-3/7 + x+9/3 = 9/7
2x - 3/7 + 9/3 = 9/7
2x = 9/7 + 3/7 - 9/3
2x = 9/7 + 3/7 - 3
2x = 12/7 - 3
x = 6/7 - 1/2
x = 6/14
x = 3/7

wow that was very bad form but at least you can kind of see exactly what I did

x - 3/7 + x + 9/3 = 9/7
2x = 3/7 - 9/3 + 9/7
2x = (3 + 9)/7 - 3
2x = 12/7 - 3
you can write -3 as -21/7
So,
2x = 12/7 - 21/7 = -9/7
x = -9/14
