4+5*1 = 9 ? Yes. So that pair works.

y = - (1 / 5) x + 9 / 5

Try x = 4 :-
y = - 4 / 5 + 9 / 5 = 5 / 5 = 1
(4 , 1) is a solution

Try x = 9 :-
y = - 9 /5 + 9 / 5 = 0
(9 , 0) is a solution.

Try ( -1 , - 2) :-
y = (-1/5) (-1) + 9 / 5 = 10 / 5 = 2
NOT a solution

Try (-16 , 5) :-
y = 16 / 5 + 9 / 5 = 25 / 5 = 5

By my math, 4+5*1+9, 9+5*0=9, and -16+5*5+9, so the only one that won't work is (-1, -2).
