There is the www.nsra.com That would be the National Street Rod Assn.

If you go to their site you may be able to look at some custom cars and get an idea.

It depends completely on the condition of the car and how "all original" you care to go. If you want it to look completely stock, you can find a spot that wasn't sprayed (shouldn't be hard on a crappy job) and get it painted over. If the car has rust (as many classic VW's do), you would have a much larger workload. With a proper restoration you would need to strip the interior, exterior, fix and/or remove all rust, prep it for paint, and get it painted. As for the interior, the seats car be re-upholstered, and new carpeting put in. Since this is a Superbeetle, it has a lot more carpeting and plastic in all to replace inside the car. You can just try to get the interior detailed if there aren't rips on the seats or anything. A full restoration is going to run you pretty high, I'd say about $8,000 to $9,000 USD.
