in regards to the ac on the 91 sonoma?

the system was not completely empty and i fallowed the instructions to a T it was doing this before i recharged it and i just figured it needed freon, i know the amount of pressure in the line is accurate and were it should be the pulley spins free and the when i turn the air on the ac pump turns on for a half a turn or so and then it lets go and goes back to spinning like a pulley and wont pump

Sounds like a frozen pump. (seized) No PAG oil?

I'm no A/C pro though.
