i am going to be insulating the bedroom wall of my condo. i am wondering if i should simply add on to the existing wall or build a new wall parallel to it. if i build onto the wall, i will have foam between the wall and the new 2x4 frame and drywall. if i float the wall, i will leave about 6 inches between both, place foam between the 2x4 frame of the floating wall, and finish both sides of it with drywall.

which method would be the best? also, what other tips can you offer in regards to really blocking sound from my neighbor's bedroom?

If you can spare the space certainly adding a double wall and the foam construction grade insualtion type at 3 inches thick would be more effective. If aesthetics aren't a major concern; get rolls/sheets of sound studio/ acoustical/ cone/ foam.

If you're going to really insulate from noise, you're going to need to stop all the various ways sound travels (not just through air, but also through the building materials). You're getting close to the right idea with the second wall, but you often need some mass between the two walls... sand is one choice. However, that much mass may need reinforcement from below.
