Like when I'm on the train and some guy is staring at me, and no matter what I do (talk on the phone, read a book, pretend to sleep, stare back at him...) he doesn't stop. What should I do?
And what do I do if I know him?
I always feel very awkward in those situations.
Better yet, what would you do?

But staring doesn' work, and it acually gets worse cause he starts staring harder....

I make faces. Hehe. Gets them everytime. Or I simply ask them "Can I help you?" Not rudely. Just to let them know.... YOUR LOOKING AT ME!!!! WHY?!?!

you should pick your nose and flick it at him.

I probably wouldn't do that but it would be funny.

No for real though, if you know him and he keeps on staring at you then go and sit next to him and say something like, HI

if he is a stranger and is creaping you out, I would make sure to note his facial qualities and make sure that he isn't stalking you or something. Or you could just move to a different seat.

Stare back. Although most the time I find when someone is staring like that, they're lost in thought and not really focused on me, so it's not that important.

Well one time my friend and I pulled up into this gas station and this man was staring at me. I didn't know my friend's window was still down so I yelled, " What in the heck are you staring at?" Well he stopped immediately then I was freaking out because I didn't know her window was still down. She said, " You are going go get us killed one day." LOL.

stare back. I'm sure it will also make that person just as uncomfortable and they'll stop. It's always worked for me.

Try asking him why he's staring at you.
If you don't like it ask him to stop.

Simple.
Communication is key.

asking him "can i help you?" is probably the best bet. but personally i would feel to shy/weird to say that. i would just awkwardly look down the whole time.
